Want to get rid of the annoying adverts? The answer is simple. There are 4 levels of advertising on AnimeOTK:
Level 1: (Your Level, guests and members with 0-9 posts) has maximum advertising. Level 2: (A user with 10 or more posts who has been a member over two weeks) have vastly reduced advertising (including removal of the large full screen closable adverts) Level 3: (A member who has been registered over a month and has over 50 posts, or has a special account like "artist" or "writer" sees minimal advertising. Level 4: (VIP Donators) receive no advertising.
All donators of $10 or more will never see an advert on our site again!

So even though Uiharu isn't usually that aggressive, and I can't read the speech bubbles, you could say this was justified somewhat for all the torment Uiharu puts up with.
Artist is Abubu, also known as Nounanka after his site's name Nounanka Sedai. Danbooru has a lot of his stuff. Among the things he draws are loli, shota, futa, bestiality, and works of pure genius. Just so you know before you look.
The title of this comic is "Downer Kuroko-chan and Mental Saten-san". There are two pages before this. Basically Saten gets paranoid that Kuroko wants to kill her by teleporting her below ground. The dialogue here:
Saten: "(garbled) I'll... I'll do anything! Please don't bury me alive!"
Kuroko: "Wha... I have no intention of burying you alive, Saten-san..."
Uiharu: "That's right, Saten-san! There's no way Shirai-san would do something so bothersome!"
U: "And hey, did you forget what you promised? 'I won't believe the things that pop up in my mind while I'm being mental.' A bad girl who cannot trust her friends needs to be punished!"
S: "I'm sorryyy!"
