This is a world of heros and villains. Many of them with amazing powers. But a new power, one that hasn't been seen sence ancient times has returned... the power of magic! Enter Neverland, a floating island-country over the Pacific. It is an island populated by magical children, who use time magic to keep themselves from growing up.

Meanwhile, on the mainland, a new heroine who spanks lawbreakers and the more viscous pranksters of her city has heard about Neverland and desires to investigate it...
