Yeah, it all sounds good. Or maybe it's a kind of rehabitation programm for witches, to solve their problem relatively peacfully? Maybe on Halloween Death, as it's kinda his holuday, has the power over them and can seal their magic for the Night leaving them vulnarable to spankings.

I think Medusa (her child or adult form) and Blair are our go-to spankees. Do you have preferences for other girls to be spanked? Maybe add Eruca and make it a special ordeal for witches?
As for the spanker, maybe Maka? At least one of the spankers, as we can have the witches go from house to house.
