Yes, thats fine. Maybe this is a time period in which Robin is M.I.A. or on a long-term mission from the Justice League, and thusly Cyborg has to step up as the leader. Since he's kind of a comic relief character and not taken too seriously by the other Titans, it could be possible that Starfire's mistake was somewhat minor, and Cyborg is just trying to assert himself as the boss.
