you need either the skill or money to get about 6 or more pics, then there are some programs on the market to line them up behind each other and bang you have an animation. Thats the only way I know for GIF and trust me, its a hell of work. If the picture has clear lines and a white background you alternatively can use paint, cut out the pieces you want to animate and reshift them. Its still work and the outcome is so so. The easiest to animate stuff is probably DAZ3D or Poser but those are very costy and only do 3D as I know.
