B) A phantom floats lazily through town, twisting people's minds into rage and frustration, directed specifically towards an unlucky bottom.
Maybe with a slight twist? What if the phantom possesses or affects minds of people to cause them to misbehave untill they're spanked, and then it changes bodies? But, if I remember right, you're not into underaged spnakees, whomeI'd like to include in such plot...
