Well, younger... Something between the first girl (Haruhi, yeah?) and Mako, 15 years old, how about it?
I see two variants:

1) She just discovered her sexuality and overrated it. She tries to act like femme fatale, dresses very immodestly, tries to sedduct her teachers and, then meeting him, Tourou too.

2)Rebellious girl. Maybe from some subculture. Doesn't listen to anyone, breaks rules just to break rules, agressive and stubborn...
That might be a part of previous concept or variant 3) - very rude girl with very foul language, talking veru disrepectful and such. (If you're ok with mouth-soaping, that could be the case ^^)

I was thinking about less submissive and willing to be punished girl, someone testing Tourou, provoking him... There could be a few different variants of it. Though I'm not sure if that's what you want and how it would wark in the family-like climate we've meant ti create.
