The Trainer who punishes her decides not to turn her in in exchange for obedience and getting spanked regularly. Not wanting to be arrested, the Grunt agrees, but soon regrets it. Not only does she get many kinds of punishments, whenever they get to a new town, she’s given a punishment in public by the Trainer to remind her to behave.

There could even be moments where the trainer sees the Grunt’s picture in a town, so she’s taken to whoever she stole from and spanked.
