If you were asking for my preference, I'd say whichever one is more fun to draw... It's a suggestion, not a demand you yield creative control. According to wikipedia, one of the drama CDs implies Pao Lin (Dragon Kid) might have a crush on (Karina) Blue Rose, so there's that too.

I would say if you specifically want a humorous 'in-costume' scenario, you could set it up as though Pao Lin just could not resist giving Karina's tush an affectionate zap. You have to admit, it is a tempting target. Blue Rose, naturally decides to show demonstrate you don't need powers to make someone's butt sting. And of course this takes place on live TV, so there's background radio chatter from the producers about cutting the feed vs. skyrocketing ratings.
Civilian guise comedy alternative:
their much put-upon producer spanks the two of them for badmouthing their sponsors' products on-air. Can't be cheap running a show like that, after all! At least Blue Rose has ice powers to cool her bottom. :P
