Well, last night I was seriously thinking, "Wow, Korea likes spanking, slapping, hitting." It was after reading an ecchi (yes, used a Japanese manga term, shuddup) manhwa. There were a few times a teacher slapped her male student, a boy was threatened with a spanking, and there were some slaps on the palms with rulers, as well as some slaps on the backside with a stick...
And before that, I'd read a lighthearted manhwa where a man had threatened some boys with "I'll tan your hides." xD Though I'm not sure there's a translation directly for that in Korea, that's what it said on the scanlations. ^^;
Mind you, Korea still implements a lot of corporal punishment in their school system, so...while it may seem ordinary, it was in ecchi manhwa and it seriously seemed like it was for the eroticism in some cases. o.O;
I'd argue no place is more...spanko than the other. In terms of open-ness, it really feels like the UK is more open about it. But I don't live there, so I wouldn't know. As far as Japan is concerned, or any country really - you can't judge the entire culture by their anime and comics. ^^; So it's really hard to tell, but I think it all evens out. Because whether or not corporal punishment is a part of life or not, people who have never dealt with it first hand still become spankos. And those who deal with it, also become spankos. And so...
Hrm. I think Animeotk is the spankiest place on earth. ^_~
