BRC's underwater train station was the first part of the school that children sent or assigned to attend BRC would see. due to an increase in juvenile crime, the Justice system was overwhelmed, clearly an alternative was needed, a program was created, one that combined high end education, strict discipline and loving care.

with a 98% success rate, BRC was perhaps the most successful school in the country, and was largely independent as well. Housed on a chain of man made islands, BRC housed dorms, both Basic and high school buildings, a small port, naval wildlife rescue centers and such, the school had a little of everything.
