I agree to leave it unspecific to let the player decide.
Still, that depends on which country you live. For example,
if you're in America, they tend to take overprotective "preventive measures" when it comes
to underage characters even if it is in game because they may think the romance
involving minors would evolve into next stage like triggering the generation of pedo.
Under this logic, I say they should have banned GTA as well.
However, if you live outside catholic countries like in Asian or especially in Japan, such depiction in
game and manga won't be that controversial.
Now assume you're not in Asian, there are several solutions to bypass those funny "preventive measures"
1. The easiest one, make a character 18+ years old while thinking and acting
like a childish one. This is the most often case I have seen when playing adult games and
games here, their behavior matches to the mental age of immature.
2. Emphasize the character as the majority while making their bodies undeveloped to the extent
that slim and short enough to resemble a child. That's what happened when you see those
"small" actors in Japan AV. However, some people may argue with you in which they are either
trolling or taking advantage of you by being "serious" about a game. If so, it depends on your
courage to fight back the political correctness or so-called taboo with the First Amendment.
If it's not mentioned by law and constitution as illegal, it shouldn't be illegal.
3. Give out some supernatural pretext, like they're vampires. Do you know Babette?
Lastly, while I do don't fear discussing taboo out of curiosity, I do understand people living in catholic countries
are under the oppression that even the fantasy and discussion per se are sins.
And yet from when has the thought itself become a crime?
