A character in AI is fairly easy to get going, but I wouldn't really call using one a "game." It's more like automated roleplay, or tool-assisted story writing. There aren't any of the things you would expect to see in a game, like a predefined systems of rewards and punishments to discover and master (which can be as simple as "find clues in the text to guide your next choice" which is typically how CYOA's operate).
Don't get me wrong, they can be fun and they're incredibly flexible, and they give you a *lot* more flexibility to define and roleplay a character than games typically will. But I don't think they'll capture the feel of a "game."
So if you're mostly interested in giving people an interesting starting scenario to play around with, go with a character in character.ai or a similar site. If you want a coherent story with coherent characters, and you want players to explore and master a ruleset, go with a game.
