No, can't say I've ever experienced that situation. I've known a great many people who had that problem, but none who were friends.
That said, you say he is a friend, so it sounds like you need to have a heart to heart with your friend. After all, if you can't say it as a friend, then who should? Some stranger who will try to hurt his feelings? No, it's better he hears it from a friend. Just don't try to make a joke out of it.
Now, here's to why.
He is clueless, or he has a minor health problem. Those are the two possibilities to me.
He is clueless - this is harder because he thinks what is happening is "normal". People joke about skid marks and so he thinks, therefore, it's normal so he shouldn't be concerned. Now you have to educate him in bathing after he uses the toilet in the morning (the military has an axiom "shit, shower, then shave" for the same reason): to educate those who aren't educated. Their axiom's purpose is to make you smell clean and not have health issues from razor burn. Toilet practices also come into play; wadding up tissue into a ball makes for misses. Flat folded tissue has a better chance to avoid misses, and doesn't cause "red ass" from excessive wiping. Balls of tissue also easily causes clogged toilets more often, whereas folded tissue does not. You might also suggest he look at the tissue to confirm he doesn't need to use the tissue anymore.
minor health issues - this is sadly outside my field of study so I can't say for sure on many different issues. Commonly, it's either food allergies, or poor choices of foods, which is nearly the same issue, or it could be he has a spastic colon This is more for a doctor to say. Eating oily, greasy, fried foods is a good-sized target problem, and one he may not wish to give up. One reason parents try to encourage their spoiled kids to eat more greens (veggies), is because greens make for a healthier gut, or they are sheer lazy. After they become an adult, either because of money (McD's is cheap food, but it's greasy and there's no greens), TONS of people eat there and those are why I said so many have the same problem. Note: there's nothing wrong with eating there IF you moderate how often. Once a week or every other week is okay, whereas every day, or simply more often isn't.
This is the harder sell. Coffee is a contributing factor to skid marks. The worse aspect is the coffee tends to mask the smell so most people don't notice it.
Beyond that, people have varied food sensitivities to foods they are unaware they have. Ignorantly, they continue consuming foods their body can't process. Peanuts and gluten sensitivities top those charts. Again, sometimes it's frequency that causes problems. Consuming less and less frequently, corrects many sensitivities, or at least makes them less of an issue.
Sometimes talking about these things obliquely is a way to discuss them without hurting your friend's feelings, but just remember it hurts "less" to rip off a bandaid quickly.
If you aren't that good a friend, then just keep ignoring the problem, and never bring it up again.
