The Council President and the Delinquent (For Lilangel_2012)
Cid Volkmann was the 18 year old student council president at the Larrington School for the Gifted. Cid always thought that the word 'gifted' was a euphemism for privileged as about half of the Cid himself was a tall young man of slightly muscular build. He had short blue hair and wore the school uniform gray sweater along with a red tie and shirt along with khaki trousers and brown loafers.
He was walking to the student council when he was delivered a note. "A new student has been assigned to be part of the student council. She has had some disciplinary issues in her past school so the council is to watch over her. Given the degree of her infractions, statute g17 is waived for her at the council's full discretion."
Cid thought to himself. What was statue g17...if memory served him right it was the one banning corporal punishment on a student. What a strange thing to include.
He entered the council room. "We have a new student we are supposed to look after," he said. "She has had some delinquent behavior, so let's keep a close eye on her. She should be coming soon after settling in with her locker and the likes."

Katie nervously tucked her blonde hair behind her ear while she walked down the corridor, a handful of papers clasped in her right hand which included different information about the school, her classes and a note to report to the student council when she arrived, she had attempted to question both the receptionist and principal while they relayed this information to her but had been interrupted each time, with a warning that they wouldn't tolerate the same behaviour as her previous school had, the news alone confused her because she had never been in trouble in her old school and had only transferred, to be closer to her father who had been forced to move hours away, to allow him to take the opportunity of a promotion, but she knew better than to argue and assumed that they would get to know her with time.
Ten minutes later, she had found her locker, placed her books inside and also met a few other students who seemed to be pretty friendly, she eventually found her way towards the room where the student council were supposed to be meeting and shyly knocked on the door, pushing it open and blinking nervously when she noticed quite a few people, already sitting there "Sorry. Am I interrupting, something?" Katie questioned worriedly, although her tone inadvertently came across more sarcastic, than apologetic, like she'd planned.
"I was..uh...told to come down here. This is the student council, right?" Katie explained nervously, she began to twirl one lock of hair around her finger and dug at the floor with her left foot "I'm Kaitlyn Wilson. It's my first day" Katie added helpfully, she still felt awkward wearing the school uniform, especially since her previous school hadn't enforced a strict dress code but she guessed it was just something that she'd have to get used to.

Cid had already decided to keep Katie's nefarious past to himself to give her a chance at making a good first impression. When she entered, he said "Hi there, I'm Cid, welcome..." he then saw her face. She was the girl he had met last summer at Vickers Beach. They were supposed to keep in contact but they suddenly had to leave due to unsafe weather conditions on the beach.
His silence was broken as a red headed girl in a ponytail walked up behind her and nudged her in the classroom. "So you're the infamous delinquent we are supposed to be looking after." It was Cynthia, Cid's co-president. Cid cursed internally. Had they given her that memo as well? Cynthia had a predilection for bullying.
"You know, Katie, it says we are allowed to use corporal punishment if you fall out of line. How funny, I've never heard of something like that being used on a student. You had better be careful." Cynthia continued to smile, exuding false politeness.

Katie's eyes widened in surprise when she recognized Sid, she smiled shyly and thought back to their meeting last summer before she was pulled back into the present when she felt herself nudged into the classroom, by another member of the student council.
She nervously followed her movements with her bright blue eyes "D-Delinquent?" Katie repeated confused, glancing around at the other people in the room, her eyes resting on Sid for a moment longer than anyone else "T-There must b-be a mistake-" Katie rambled nervously, she began to understand the reaction of the principal and receptionist and hoped that she would be able to correct the misunderstanding, before it caused her any issues.
Suddenly, she felt sick and looked up at the girl who was speaking with disbelief and worry in her eyes "Y-You have g-gotta' be j-joking" Katie replied, laughing nervously, hoping that they would reveal that it was simply a cruel joke, her eyes slowly drifted up to meet Sid's with tears gathering at the corners of her eyes "R-Right?"

Cid felt sympathy well up within him, but Cynthia did not share this. If anything, Katie's reaction spurred on a more venomous attitude. "I see. So you are the play it innocent type. How cute," she said.
Cid did not like where this was going and decided to take action. "Well. since you two were late, we already finished all of our business, so we can just adjourn until tomorrow. Sound good?" The other council members gradually walked out, mumbling in confusion. Cynthia knew that if the student council was adjourned there wasn't much she could do. "Careful, Katie," she said, before walking out, leaving Cid and Katie alone.

Katie blinked back her tears, refusing to allow them to see her cry, especially the redhead; who seemed determined to prove that she was a 'delinquent', she opened her mouth to defend herself further but was interrupted by Sid who adjourned the meeting.
She shot him a grateful smile, hoping that he would give her a chance to explain, before she felt a tear trickle down her cheek at the redhead's warning which she roughly wiped away with the back of her hand "She w-wasn't serious, r-right?" Katie questioned worriedly, nervously digging at the floor with her shoe, she doubted that Sid would remember her, leaving her with the task of trying to prove her innocence, when it seemed that everyone had already made up their mind.
"I-I'm not a d-delinquent. I-I don't understand-" Katie added quickly "I-I've never e-even been in detention" Katie admitted shakily, she was desperate to prove her innocence but was already beginning to feel like it was pointless, they had already planned to use corporal punishment on her!
"What's the point?" Katie vented as she turned to leave the room, her hand wrapping around the doorknob, hoping to find the nearest bathroom before she burst into tears

Cid was unsure how to answer her questions. He hesitated for a second before gently saying. "Katie, I know you are not a trouble maker. Or at least I know how fun and sweet you are. I'm happy to see you again."
He then looked away and answered her initial question. "I'm not sure why you've been labeled as such. But in any case the council has been authorized to use some pretty unpleasant measures against you. I'll try to help you fix your record, but until then..."

Katie gripped the door handle tightly, ready to wrench open the door before she blinked silently when she heard Sid's voice, she slowly looked over her shoulder and smiled weakly when he mentioned about her being 'fun and sweet' "You r-remember me?" Katie whispered shakily, her green eyes over-flowing with hot, salty tears which trickled down her cheeks before she turned around, crossed the room and threw her arms out the blue-haired guy, the only person who actually believed her.
It was a few moments later, when she awkwardly pulled away from Sid, blushing and brushes a few pieces of imaginary fluff off her skirt "I-I'm scared" Katie admitted shakily, raising her eyes to meet his own before her stomach churned nervously when he spoke about 'unpleasant measures' "B-But you're t-the president; can't y-you just tell t-them not to?" Katie pleaded quickly, trying to find a solution before she smiled weakly when he promised to help her fix her record.
"Until t-then.." Katie repeated in a whisper, her brow furrowing in concern, knowing the end of the sentence without him having to speak "Until then, a-anything that I d-do can get m-me beaten, r-right?" Katie muttered coldly, she knew the basics of corporal punishment in schools, after writing a paper on it last year and the thought of it, just made her feel sick.

Cid stood up and walked towards her. "Yes, of course. How could I not?" He was surprised by her sudden hug, but embraced her back and help dry her tears with a cloth napkin. He smiled sympathetically at her. "I could have, if they had only sent the note to me and not Cynthia. But now that it is out, I can't force everyone not to follow the rules. It's not like a dictatorship. It's mostly an oligarchy. But I'll appeal the decision with the school board. I'll make sure this is taken care of."
He then nodded gravely. "Just be careful. Also if you are close to me, I can make any necessary unpleasantness less unpleasant...I hope." He looked away, knowing that he couldn't give her better news.

A small shy smile pulled at the corners of Katie's lips when he pulled out a cloth napkin and helped her wipe away her tears, which continued to silently roll down her blushing cheeks, she pulled away and quickly questioned his powers as the student council president "Oh" Katie replied deflated, she assumed that 'Cynthia' was the red-head that she had 'met' earlier which would explain her less than welcoming introduction.
"T-Thanks" Katie replied shrugging, glad that she had at least one person who believed her and was on her side "How long w-will that t-take and w-what if t-they still d-don't believe me?" Katie questioned shakily, she knew that appealing the school board was the only way to 'fix' it, but there was no guarantee that it would work.
"Careful?" Katie repeated scoffing slightly "Cynthia a-already hates me, she'll f-find any r-reason to... y'now" Katie added quickly "I c-can't stay here. I-'ll just go home and p-phone on sick; g-give things a chance t-to blow over!" Katie thought suddenly, she had never 'skipped school' in the past and was terrible at lying but it had to be better than the constant threat of corporal punishment hanging over her.
"S-Sid. How bad w-would the corporal p-punishment be?" Katie questioned quietly, unsure if she really wanted to hear the answer, although she knew that it had to be better to hear it from him, rather than someone like Cynthia.
