In this idea you play as Admin of the villain team (while the picture shows off Team Rocket grunts, the team in question can be any of your choice) who is responsible for their specific branch of grunts, if they mess up it makes them look bad. So naturally your Admin has to
punish them whenever they deem it necessary...too bad for them the Admin has grown to enjoy this power. With this we can branch it off into different routes:
A) I play multiple grunts that your Admin gets to spank whenever, wherever and however you like for any reason (from proper reasons to the Admin just making one up for an excuse to spank a random grunt).
B) I play a specific grunt that could have a crush on your character, a factor you can decide if your person already knows or not. You character seems to get most enjoyment out of spanking my girl into submission so you end up making up any excuse to spank her (like making up rules that she doesn't know), purposely giving her tasks she can't do without messing up so you'll have to punish her and/or when she messes a proper job up (like failing to get the fossils if Team Rocket or losing one of the orbs if either Aqua or Magma). These spankings can be frequent and quite embarrassing (like making a bare bottomed otk spanking at a beach for example) as, if you like, this could develop into an actual romance between the two, which itself can lead to more sensual spankings as well as maybe firmer punishments (like whipping her butt with a belt for almost bringing the police to the base when she didn't realise she was being followed).
C) A combination of both the above.

Doesn't necessarily need to have Pokemon in it but this idea is that I play as a young teacher who seeks to be good at her job...but is quite a pushover. You can play as:
A) The headmaster/my girl's highly spank-happy boss who - either out of a way to make other staff members and students too scared to object to your person's rule or out of some kind of secret enjoyment - spanks my girl whenever you like and/or when you think my girl needs punishing, on a daily basis. These spankings can take place in classrooms in front of students(/staff room in front of other members of staff), in food halls in front of everyone, on the playground in front of everyone or even in your character's office but with their microphone-speaker-thing on so everyone in the building can hear the spanking as it happens.
If you like the two could also be roommates as my girl could be renting a room of yours. That way the headmaster can further assert their dominance by giving morning and/or bedtime spankings and possibly making my girl do stuff around the house (like "now go clean the dishes in only an apron or else mister crop may have to visit your naughty bottom" for an example) as well as possibly developing into a relationship between the two of them if you're okay with the idea.
B) Students and/or other staff members. They'll instantly pick up on my character's submissive state and choose to fully take advantage of this cruel, harsh and/or humiliating spankings anytime they like. Heck there could be like this bully who spanks my character into answering your person's homework, only to continue spanking her while doing it. The ages of these characters can be various as I don't personally mind.
C) A single university delinquent who my girl has to watch over in after school detention. Your person will probably both be attracted to my girl's bottom and already guessed how much of a pushover my character is...your person will take a chance and ends up giving the teacher a spanking. Discovering how much you enjoyed spanking my girl your person can claim that they recorded the spanking and will use it if she doesn't submit to more from your person whenever you like and however you like (like maybe making her dress up as a cheerleader but in a skirt so short that it shows off the lowest third of her bum). This will lead to your person being more in control of my girl and probably tease her when in public for a while before, at some point, the two could develop some kind of feelings towards each other. Like maybe your person bought mine a choker to wear for one spanking, only to find out that she is choosing to still wear it for one example.
