I like this idea. Sunset Shimmer is better as a person since the first movie, so writing about how she got to that point would be great. Is going to be following Sunset all the time, or only her interactions with Celestia after school everyday. And who do you want to be? I would like to be Sunset, only because I've only played the spankee before and not the spanker. Don't think I'll be stern enough as Celestia.
I can imagine Sunset forgetting that she's trying to change herself and accidentally doing something rude or talking back to Celestia thinking she's someone else on the phone or something. I would love to RP about Celestia keeping her on a short leash. Maybe Sunset feels guilty for all the bad things she's done since she's gotten to Canterlot High. Maybe Celestia promise to help her get rid of her guilt by promising to give her a weekly spanking. It can be a basic one, that doesn't hurt too much. But, it can be upgraded depending on Sunset's behavior during the week or implements can be promised. I'm more of a hairbrush, wooden spoon, ruler, you know, homey spanking tools kind of person. And extra spankings can be given during the week if necessary.
