It was safe to say that at times, Neal Caffrey could be such a brat. Saved of course only for FBI agent Peter Burke, he was sweetheart when it came to El or June. But what could Peter do about it really? He couldn't ship him off to prison for making a smart ass comment, indirectly making fun of him. Nope, there was nothing he could do but send him back to June's, sort of like being sent to his room. And really? What kid ever behaved themselves after that?

Neal was currently in the meeting room with Peter, Diana, Jones and a few other agents. Not on a case, just going over the boring things, like warrants and things like that. Honestly, Neal had lost interest so he started throwing his rubber band ball up and down, catching the attention of Agent Jones and of course being a distraction to other agents.

"C'mon Peter, this is like being in school. Can we go home now?" Neal asked, causing Diana to roll her eyes and shake her head whereas Jones seemed just as eager to head out. "I'm sure El's missing you, did you ask her permission if you could be here after hours?" he asked, smirking and pretty much humiliating Peter in front of the other agents because they all knew he was pretty much whipped.

Peter really sometimes didn't understand why everyone loved Neal. He was a little brat that seriously needed to be shown his place. Apparently that role had fallen to Peter Burke when he agreed to take him into his own custody, but he had no idea how to reign in the little twerp! He just kept back talking and kept.... being childish. Childish was a good word to use to describe Neal Caffrey.

Like right now, as he bounced that damn rubber band ball around the meeting room. Peter could understand how boring this was, it was his job after all. But not everything in this line of work was exciting and chases and shit. Sometimes you had to sit down for some paperwork, and that was that. He didn't much appreciate Neal bouncing the stupid thing around the office--it was a serious distraction and with every bounce, Peter could feel his headache more and more and more.

Then, Neal spoke up. Peter warily looked to the younger, bored male. "No, class isn't dismissed, yet." Peter told him dryly. Then Neal humiliated him by teasing him about having El's permission to be here after hours. That really set the elder male off because of that cocky smirk, and the way Diana and Jones chuckled quietly to themselves.

Then Peter got an idea... Two could play at this game, Caffrey. It just seemed that Burke was going to win.

"I'd suggest dropping the attitude unless you'd like to be pulled over my knee for a spanking." Peter told him, voice patronizing and fatherly. "I'm sure everyone here wouldn't object to seeing your squirmy ass turning bright red."

Neal much preferred being on cases, being under cover or doing something dangerous because irrelevant paperwork was just a waste of his time. He could be with Moz and Kate right now trying to figure out ways to get the music box out of Diana's apartment without Peter realizing. Neal kept bouncing the ball around, knowing it was annoying Peter, but yet...he found himself wanting to do it...for a reaction, for Peter to get pissed off at him. Maybe Neal had Daddy issues and wanted to be scolded. He didn't know.

The young consultant then made a joke about Peter being basically emasculated by his wife and he grinned when that seemed to get Jones and Diana chuckling, albeit quietly. The man turned piercing blue eyes on Peter and smirked, that cocky smirk that drove the man wild with anger.

But with Peter's next words, Neal's smirk was wiped clean off of his face and replaced with a deep scarlet blush that even Neal Caffrey couldn't play off. His stomach flipped, cold shivers ran down his spine. Oh hell no, Jones was snorting and Diana was choking on water. Neal turned something of a weak glare on Peter, surely the man wouldn't do that. But did he HAVE to make that sort of joke.

"Real hilarious, Peter." he growled and bounced his ball so damn hard it went haywire all around the room, and ended up knocking Peter's coffee over...AND all over the paper work they'd spent hours doing. "....And...on that note, I think I'm gonna get outta here..." he mumbled, slowly rising from his seat.

Peter smirked as Neal immediately stopped smirking, his face getting redder and redder as Diana and Jones laughed at the very idea, which was pretty comic to picture. Peter chuckled and looked down at his paperwork after Neal said that it was hilarious--just in time to see the ball knock over his coffee and spill all over the paperwork.

Peter gasped and picked up the plastic cup, tossing it in the garbage and worrisomely looking over the paperwork. It was still legible, at least, but it was doing to be a real pain in the ass to recopy... And speaking of pains in asses...

"No. You're not." Peter growled, getting up and heading to the young man, grabbing his arm and dragging him to where he was before. "Because you're gonna clean this damn mess up AND recopy everything!" He shouted, and before he could really realize what he was doing, his hand slammed down hard across Neal's backside--not once, but three times, which startled everyone in the room, including Peter himself. He blinked and looked at his hand before then looking to Jones and Diana.

"You two can go home." He dismissed.

"P-Peter, calm down, it was just an accident, I swear..." Neal tried to plead, a small whine going into his voice which wasn't uncommon when Neal was speaking to Peter. He really was the epitome of childish. He had looked horrified when the ball crashed into the paper cup and the documents were ruined. He hadn't meant for that to happen with his slight tantrum, but it had. The next thing he knew, Peter was marching to him and dragging him to the scene of the crime. His blue eyes widened when Peter told him he was going to clean up the mess and recopy the files.

"What?! But that will take all ni- OW! OW!" Neal scurried back out of shock, hands on his ass and he stared wide eyed at Peter, just speechless for a moment. That had really hurt. Did Peter just swat him!? Like he was some naughty kid in a store? He gulped and sent Jones and Diana something of a distressed look.

"Yes sir." Diana answered when he dismissed her, Jones and the other agents, some who were chuckling to themselves about what happened, and some were basically saying it was about time Peter did that, lord knew Neal needed it.

"Peter, what did you do that for?! That hurt!" Neal whined indignantly and rubbed where he felt a definite sting. "It was an accident." he added sourly, glancing at the coffee drenched rubber band ball by his feet and sighing.

Peter waited for Diana, Jones, and the rest of the agents to file out of the room before he glanced down at Neal again, who was looking like a seriously embarrassed little boy. Good, Peter thought. Then the kid demanded to know why he had done that.

"The pain is the point, Neal." He felt the need to point out, releasing his hold on the man's arm and he sighed. "Still. There was no reason for this to even happen, dammit." He told him firmly. "You shouldn't've been playin' with that damn thing. It was a disaster bound to happen, and look where we are because of it."

Peter then moved his chair away from the table, sitting down in it and looking to Neal Caffrey expectantly. "Start cleaning." He ordered the man. "You've got a lot of work to do... and any attitude that you give me will only get you an even sorer bottom." He threatened seriously.

Neal frowned when Peter said that the pain was the point, "You HIT me!" he snapped at him, his tone incredulous. Peter had never hit him before, nothing that hard, maybe a light tap on the arm or a tap on the hand in the car, but never a full blown smack. Surely there was some rule against that? But there was no way in hell he was about to make a statement that he'd been slapped on the bottom, no way in hell. "That hurt Peter! I'm pretty sure that's abuse..." he whined dramatically at him and then watched him sit down after explaining that he shouldn't have been playing with the ball.

"I was bored, and you know I don't cope well with being bored." he told Peter with a sigh, a scowl on his face as he continued to rub where it really stung. He sighed when Peter told him to start cleaning and without attitude or he'd get an even sorer backside. "You can't do that Peter." he told him, though he moved to start cleaning anyway, doing that fairly quickly and then he stood at the other side of the room, glaring at Peter.

"You hit me." he reminded the man. "I never hit you, that was just mean." he told him and sighed, looking longingly to the door, "I cleaned up the mess, can I go now?" his phone was going off all night, Mozzie was trying to call him and find out where he was.

"I didn't hit you." Peter sighed. "I... swatted you. There really is a difference." He told the younger male, watching him carefully. Then Neal told him that his reason was that he doesn't cope well with boredom. "You're a grown-ass man. You can get over your damn boredom to do your work." Peter said seriously, because that was just the way of life. Not everything could be cheated.

He watched Neal rub his bottom. "I can, actually." He told Neal. "I read that I can in our handbook. You could borrow it if you wanted to double check." He said conversationally, though he was pleased as Neal set about to cleaning up, anyways.

"I didn't hit you." Peter reiterated as Neal tried to bring that up again, looking at him like a kicked puppy. Peter sighed at the same time that Neal did. "No, Neal. I told you that you were going to clean up the mess, and then you were going to recopy all of the paperwork that you just messed up." He told him sternly, voice holding no room for arguments.

"There's no difference Peter, it hurt...and it's still hurting now..." Neal answered with a shake of his head, giving the man something of a pitiful look. "If I'm a grown ass man, then don't hit me or swat me or anything like that again." he answered grumpily and then moved to clean up the mess he made which he felt was fair enough. Re-copying all the paper work? Yeah, not so much. He frowned when Peter told him that he could smack him as it was in the handbook. He scowled.

"Must be in very small print." he answered and then backed up against the wall, once again accusing Peter of hitting him and then whining about wanting to go home. He growled when he told him that he was not going home because he had to copy out the paper work, "I was hoping you forgot about that part." he answered and shook his head. "I'm not doing that now Peter, I'll do it tomorrow some time." hoping that someone would do it in his place because they were urgent papers.

"I'm going home, I don't need a ride." he told him, going to the door and grabbing the handle. He still couldn't get over how much his butt stung after just three smacks. Not just that but....why did it feel sort of...settling? Like he was...secured or something? That someone cared enough to-. No, he was not going there. "See ya tomorrow." he told him, pulling the door open.

"The difference is that I'm not gonna bruise ya. Spanking isn't abuse. It's justified. Literally, asses have that extra cushioning which is why spanking is really effective and safe to use as punishment." He informed Neal all professionally. "But you don't act mature, you act like a little brat." He said, shaking his head.

Peter narrowed his eyes when Neal told him that he wasn't going to recopy the paperwork tonight. That he'd do it tomorrow. "You're lying. So you're gonna do it right now so I can make sure that yer doin' it right." He told the young man. But even then, Neal started heading for the door.

Peter got to his feet and walked after Neal, grabbing his arm and pulling him back. He didn't stop there, either. Obviously Neal needed this spanking, and Peter was gonna give it to him. So he dragged Neal firmly to his chair and he sat down, pulling Neal over his knee, securing his legs with one of his own and pinning his back down.

He gave the man ten very sharp rapid fire swats to the seat of his pants before stilling his hand and waiting for his reaction.
