Flip side of a coin
A new ruler has came to power in the kingdom of Kerion and she is know to be ruthless. One day a young child is brought before her for stealing(which is punished by either by the ampitation of a hand or by death depending on the items)
the woman however says she will handle the child's punishment herself and mentions that the punishment should fit the crime and then questions the child, who tells her how he/she has been orphaned for two months and that they had no food at all or money so that they had to either steal or starve.
she decideds that the child did need to be punished however she decides that besides a switching that she would just spank them and allow them to live in the palace as her servent, though in reality she rarely asks the child to do more than clean it's room and
