Ahhh, the old and beautiful Novigrad, often called Free city of Novigrad, and sometimes the world's cultural center. What most people didn't say when speaking about it, however, was that the city itself was ruled by the worshippers of the Eternal Flame, the same people that, under King Radovid's tyrannical rule, started the so-called Witch Hunts. As if it was not enough, the city itself was at the same time governed by four powerful men who together formed Novigrad's criminal underworld.

So it l is right to call Novigrad the "free city", except if you are a sorcerer, a Witcher, a Doppler, a herbalist, or just about anyone whose deeds were remotely similar to magic in the witch hunter's eyes.

Under this circumstances, trapped in there by the city guard itself, the remaining magic users in Novigrad were reunited by Triss Merigold, the city's most wanted criminal and former member of the Lodge, who took as a personal mission to make sure they survived. Even if for that she needed to get involved with the King of Beggars, one of the four underworld bosses all the while looking for other possible magic users.

Joseph saw the witch hunters and hate filled his eyes. He stealthily used magic to cause one of the hunters flow is to catch fire from across the market.

As one of them was suddenly targeted, the others immediately started searching for witchcraft. Despite being a group o fanatics, the hunters weren't fools. They could recognize magic and how to detect its users after a spell had been cast.

Luckily, so did Triss Merigold. And, unlike them, she could easily sense as Joseph used that spell, which lead her directly to the boy.
