Winspear's Syndrome. It was a condition with which over five million nationwide had to live. It was called Winspear's Syndrome after James Winspear, the man who, in his days as president, had caused this phenomenon to come about by launching a scientific experiment that hadn't gone as he'd planned. It was called a condition, not a disease, because it didn't inflict the people who lived with it. It was the state into which they came into existence. The people who lived with Winspear's Syndrome hadnt been born the way that humans were born or reproduced. The Winspear's experiment had created them.
A third of the size of a normal human from infancy until the day they died, Winspearians were just as intelligent as humans were, but, no matter where they were, the energy plant that James Winspear had built continued to sap a great deal of their energy for the benefit of the rest of the nation. They could move and work, but they struggled with focusing, remembering and fighting illnesses.
