Well, to make the obvious answer, America would be the place with the most spanking since it's dying out in Europe (Those countries that havn't actually banned it). So although it still goes on everywhere, yes even in Britain sadly according to a documentary it seems to be practised in a very, very, very cutdown form that meets brtish 'reasonable chastisment' laws by christian fundamentalists who went to America for a few years ago for instruction. Fancy that. Oh, and wife beaters do it a lot too, according the documentary.
And yes, I'm aware of the media bias in deliberately associatign corporal punishment with child abuse so don't point it out. Yush. Cliched as it seems the American phenominon seems to continue.

If you wanna touch on le vice Anglais then I assume britian is fairly big on spanking, maybe not the biggest but I'm assured by a Japanese friend that it's miniscule in Japan, I'm sure you've noticed that just about all the spanking sites for Japan are F/F? In britian, there was a delicious political scandal recently about a former high ranking tory returning to 'advice' the party as an 'Ethics and Morals Consultant'.
