It has to be noted that a 'shortage' implies either some kind of requirement, need or expectation to meet.
You haven't quite explained what sort of crossover you're expecting either. In your rush to just 'get that out there' you've left out quite a bit of what I would consider simple information.
Do you just mean crossovers from between different series and verses, like Akatsuki from Log Horizon being spanked by Asuna from SAO or do you want cross-genre and generation stuff like Creamy Mami being spanked by Princess Asseylum?
Do you mean more varied crossovers like the memorable One Piece's Luffy vs Popeye drawing or wildly wall-breaking Takashi Komuro HotD vs Shaun (of the dead)?
To come back to the point of 'shortage,' while I don't disagree there isn't a huge amount, I wouldn't expect there to be. I'll qualify that statement.
Most artists, writers and the like gather their inspiration for fanart -which is what we're mostly drawing - from the canon series. We can crossover OCs all day and all night (I know that CM_Z has a wide series of sharded universes) to no-one even noticing predominantly.
Crossovers have to seemingly come from canon material and inspiration comes from pairings we see or like from that material.
Mixing and matching is indulging and not always welcome. Canon pairings and most spanking art and stories make sense in the wider context otherwise there's no point and for many artists, not all of course, crossovers have no flash or bolt to it. There's no spark. There's no sense of "I want to draw these two!" beyond satire, humour and rare experimentation you have to establish and make context and reasoning or the picture doesn't really make a great deal of sense.
Sure, there's plenty of people who want to see Sailor Moon being spanked by as many people as possible, but thats a kink, mostly they're not filling any real shortage but completing a specific desire more specific to an aim, not one thats born out of a presupposed connection or spark or an intense belief that these two characters from different stories should be together.
In order to establish decent crossovers you have to invest significant effort into context - thats why Kingdom Hearts works so well and why the new Lego Dimensions things look amazing. They don't appear to be rushing to 'get things out there' but establish a connection and framing first. Only then do they luxuriate in franchise milking.
This is my view into why we don't have a lot but - and this isn't me trying to be contradictory - I don't think we should expect to have seen a lot in the first place.
