we have currently three accessible skins, one of which is mainly for slow net users, however when it comes to skinning the site l personally (l dont know whether this still holds true for the owner, but l assume it still does), we have always usually opted for darker skins because in general they are easier on the eyes, too much white means too much glare from the screen especially when your on for any length of time.
another point of interest is that we use the skin over a number of sites so when we do upgrades and code updates that its easier to carry changes over to our other sites.
with regards to opening up the site to self customisation via remote code, that can be a security risk, that said if someone who wanted to design skins for the sites were to offer services then they would have to speak to the owner for more information.
