Location: A 100 mile diameter planet-lite orbiting a mega sun.
History
In the year 2578, human beings, presumably after imbibing a barrel full of alcohol, tried to give the old interstellar travel another college try. This time, they used the Tokyo wormhole- one of the seven dozen black hole like orbs floating in the sky over important landmarks in the big cities. Normally, the people didn't come back. This time, being the precise scientific minds they were, shoved a co-worker into a trashcan and flung him into the black hole from a hovercraft.
It worked.
That man, named Yato emerged five minutes later aged 463. On the other side was a type 2 civilization abandoned by someone. It had a Mega Sun and a Dyson sphere around it that used up all the energy of the sun, powering the 400 planets and tiny Pluto-like-technically- not-a- planets. Everything was abundant and so people emigrated completely to this new Yato universe.
And in 3000 years, fucked up everything.
Now about 90% of the planets are destitute and broke and the top 3% live in one of the Goldilocks planetoids like Planet Hollywood. It's where all the rich creative people live, film actors, models, singers, agents, mafia and assorted nasties and the odd eccentric billionaires in bathrobes live.
About the Planet
It's sunny, multicultural and the kind you make postcards out of. 80% is water, 20 percent islands. The planet is the entertainment capital of the galaxy, all movies and shows come from there. There are Westworld like sets on different islands so you don't need extras.
About the people
The planet has a strict population limit of 30,000 people (Plus 2000 guests). Since the people there as so rich as to afford permanent "never age or die" drugs, they..well, never age or die. So population remains steady. The planet officially has a "Once child, maybe..let's see,..if someone gets deported or dies accidentally or immigrates, I guess" policy. According to the latest census, there are 1200 kids on the planet.
About punishments
Spankings, and plenty of it! The kids, because of their rarity, were treasured by their ageless rich parents and weren't punished physically. But because they were so darn cute and grow up so fast, people modified their growth, slowed it down so each one year of development here on earth would take about five for them. So the 300 year old actor can have an adorable little toddler who is actually 10. But this presented its own problems. Namely, the kids started picking up more and more bad habits, their brains which had an infinitely more time to process information got the negative behaviour re-enforced. So for a while, it led to the growth of the mafia and the assorted nasties and kids were outlawed for sometime.
Till spankings were introduced. Normally starts when a kid is physically older, they are regularly given to dissociate bad behaviour. Mothers normally did the deed and the kids could be spanked twice or three times additionally at the end of a week/months for the previous week's/month's misdeeds. This led to fewer evil moustache twirling evil guys or cackling evil women and the planet was saved.
