I'll try and go through your questions in the order they were asked~
None of your questions are stupid - there isn't any 'how to' for the fiction section anywhere on the site so without asking there's no other way to know these things~
I believe you should be able to alter the title and description once it's been uploaded and approved. Those settings are supposed to be enabled for users.
I don't know if there's a way to delete them as a user. Mods can obviously do it but I'm unsure if the option is available for users (and it's not easy to check). You can replace files but it will need to go back into the moderation queue.
Everything has to through the mod queue. It can take anywhere from a few hours to a few days - it depends who's online to check and there's no reporting alert for mods unlike with the gallery and forum to tell us so it's reliant on people phyiscally checking each day whether somethings waiting.
It should be noted that we don't advertise or do a lot with the fiction section because it's not very good. It's not what the downloads section we use was built for in Vbulletin and it's long since obsolete. We'd write another one but Vbulletin is so old now it's very difficult to even find someone with the time and knowledge to come up with a better system that integrates with the site.
I believe we'd like a 'read on the site' option that a lot of other websites have... but no such mod compatible with the sites code exists. We're aware it's quite limiting but we're improvising with a software that wasn't designed to do what we're using it for.
