A good story can help the spanking feel earned.
However, too much story that you can't skip can be annoying.
Some games think they're written by JRR Tolkien and by the time panties hit the floor, it's a black screen with a smack SFX ever 3 seconds that goes on for too long.
woo.
An easy fix for this I think, would be if they used existing characters. Then we can just Fanfic our way to the spanking, using the source material as the basic plot without having to write it in.
Silkfang Respite is a good example of a good game.
Simple but engaging world building, and if you want a break from the plot, you just catch a few monsters and you have spanking to do.
Spankquest 2 is also good because the spankings are SO interactive, and best of all, repeatable. It's a shame the game stopped because I think it could have set the standard going forward.
There is the spanking sim which is a interactive text game. Normally, I don't go for those. But after a bit, I got so into it. I even started looking into the script and built a DDLC version. This isn't something I would expect every game to have, but I do love that it was possible.
On other sites you have games like Slave Lord by Pink Tea. Found it randomly and there is only one spanking interaction but for some reason, despite the game being old as hell and the maker has moved on to better projects, something in that simple art work and paddling her sweet butt always brought a wicked smile to my face.
My favourite series is
Found You. A sweet story about adopting a girl and trying to be a fair but strict father as she studies for school. Behaviour dependant, you can punish or reward her.
And
Headmaster, a game where you're the headmaster of an all girl school It's 3d animated and it's seriously well written with the right level of self aware humour and sympathiesable characters that are so sweet you almost don't want to spank them. Almost. And the spankings, though sometimes formulaic, have just enough variety so each girl has something unique be it positions, available implements, camera angles, even their attitudes. Some girls think of spankings as a death sentence while others prefer it to detention. Then it becomes a fun little heram game.
I think the best way to summarise it is, how many non spankings games have you instilled mods for? I got mods for The Sims 4, Skyrim, Koikatsu Party, all so I can spank butt in those games.
If there was a game built around the domestic life of a family, maybe you choose if you're the mother, father, son or daughter. Decide if the house hold is FMfm or FMff or FFmm or MMff or Whatever the set up you want.
Maybe plot out a week or twos worth of content with spankable events each day. Maybe each room has a different spanking animation set and implements.
And the spanking itself should be eventful. Can I undress them myself? Rub the pain away? Finger? Send them to the corner at the end then give them round 2 if the attitude hasn't improved?
... I'm asking too much.
I just wanna spank someone!

Really, my answer to this is "Scarlet Moon" because I wrote it, so of course it's chock full of stuff I like! However, I'd say there are three things that I really like to have, and get super excited whenever I come across a game with them (there aren't many, part of why I wrote Scarlet Moon!):
1. Character body and clothing customization. I like my MC to be short, female, and with a great big bottom. Well endowed is nice but optional. I also love thongs. So much. So much love for thongs. Nothing is more beautiful in my eyes than a big female bottom in a tiny little thong stuck up in the air and getting a sound spanking, while the owner of said bottom squirms and squeals. Other folks don't necessarily share these desires (in particular, there seems to be a bias to MC's with small bottoms, alas, and thongs aren't as common as I'd like). So being able to customize my character's physical appearance and clothing is wonderful. Having the game use what I picked to affect descriptions (i.e. referring to my character's bottom as "big") is the icing on the cake.
2. I want the scene to feel *dynamic*. I want there to be big whooshing swings, rippling bottoms, squeals and kicks. Scoldings and pleadings. In my experience this generally means textual descriptions or animations. Static artwork is nice, don't get me wrong, but it doesn't as easily capture that sense of emotional motion that I like to see, not in the same way text or animations can. I don't like black screen and sound effects. That does nothing for me.
3. Gameplay should be dynamic. I don't want to do the same thing over and over again to advance the story. Either the game needs to be deep enough to make a basic gameplay loop dynamic and interesting (the best dungeon crawlers pull this off), or it needs to be more of a CYOA adventure where every decision meaningfully moves the game forward. I can't stand anything that requires me to click the same button a bunch of times to advance, or go to the same location and look at the same post-it or whatever. Routines are great in real life, but I don't like them in my games.

Big butts. I am a fan of people with big butts going over laps and getting spanked, so if the game can convey that then that’s awesome! Also, if there’s an option for FM settings. I personally am a switch, so being able to get the option to play as a man going over a woman’s lap is always appreciated. I also really like it when a game gives a good focus/description of the spanking. If it’s a text based game like Scarlet Hills or Puttsvile, having a nicely written scene of the spanking you get/give is appreciated. For an RPG game, it would be awesome if we can get a good view of the spankees butt being swatted. Finally, I like a certain level of other kinks as well. If the game has other fun kinks like crossdressing or even light abdl that if always fun too!

I like scenarios and positions that are difficult or impossible to find elsewhere. WDD's latest update... Any attempt to do art and/or animation instead of fade to black is also something I greatly appreciate, but if the scenario is good enough I can forgive fade to black.

I don't ask for a sophisticated worldbuilding, just a worldbuilding that justify why spanking is normal in this world/country/secret-society/whatever.
I have a personnal preference for worlds were people are spankers in charge or infantilised spankee but not both. No matter if it's based on gender, age, personnal choice or anything else.

Well there are several factors for me:
1. The world must make sense. And the spankings should fit into it.
2. If you are offered choices, they should be meaningful. Granted, mainstream games fail here too (for example end of ME3). If you are given a choice how to proceed, that choice should change the outcome. It is also fine if you are not given a choice and the scene just happens, just dont give me the illusion.
3. Art is nice to have, but if the build up is good, fade to black works for me too.

I enjoy games for there gameplay. A lot of the time I won't pay attention to the story at all unless the game is just an interactive novel without much gameplay.

For me, gameplay and story/characters are king. Both being good is the ideal, but I can tolerate a weaker story and flatter characters if the gameplay is excellent and vice-versa. As for art, I greatly appreciate some form of it, whether it be animated sprites, or full screen images. I guess I'm a little spoiled, but the fade to black with sound effects and default RPG Maker assets just doesn't really do it for me anymore. It also may just be my ADHD talking, but unless the story for a text-based game is immediately enthralling or it's augmented somewhat with some art, I just get bored too quickly to really get into them. Of course, if the game involves a tall, strong mommy character taking a self insert spankee in hand and generally infantilizing them all this stuff goes out the window and I'll play it until I go blind. ¯\_(ツ)_/¯

On the spanking side of it, I like it if it's integrated into the gameplay. I like good writing and characters of course, but that's also just good game stuff.
But I like when the whole spanking stuff is part of the game, as in spanking A effects spanking B later on. Or even if random comments about it around the world. So a kind of stat tracking is involved. Which is unfortunate as it's one of the harder things to code, as opposed to a series of spanking scenes that are separate.
It's my latest jam in Skyrim, Spank that Ass mod. Currently running around with a varingly red butt (with proper armor mod to show it off) with my waifu follower who's involved when I can't play the bills (Devious Followers). NPC comments with Fame Comments, and even can make a supply of skin balm from the animal fat I get hunting.

I think Bagool has been the only one to do it so far but another thing I look for in a spanking game is some sort of consequence to getting spanked too much or beyond the character's limit.
Bagool had that "pain" percentage gauge where the character would tap out of a spanking early if their pain was maxed out. The gauge would lower automatically over time, or you could use salve to lower it instead.
I think it also worked the other way around too? Where you could give someone else a spanking and accidentally go too far? I don't remember for sure but it would be cool to have that too if not.
