He had decided he wouldn't go Super Saiyan himself since that's what he was disciplining Caulifla for, but he would at least make sure she got the message. That said, he wasn't going to let go until she specifically stated her apology and asked to be let up, but it had to come from her own mouth.

Tears building up in her eyes, she took a path of one last defiance. “Y-Yeah right… I won’t submit to you asshole!” She yelled out as she flashed brightly, turning Super Saiyan 2 and promptly tried to push herself up off his lap once again

"Kaio-Ken times thirty" Goku said as an immediate response to her further transformation. This time, he was really letting her have it, not holding back for even a moment. This was everything he could dish out at the moment without transforming.

Goku kept going, not holding anything back anymore. He figured Caulifla would need the biggest bear hug in the universe after this, but that was for later. Right now, he was a teacher disciplining an unruly student. "Settle down, Cauli" he advised gently. "All you're doing is making it worse for yourself. An apology is all it takes, and I'll release you".
