To answer your questions:

1. Did you find in your home village the hole in the ground? It not, do it and climb down there (bring rope) and it opens a story line at which end you can talk to the mayor. If you did, you have to talk to the secretary. She tells you to give her a written complaint - you do - and then you have to wait a few days. Then she will saynthey didnt get to look at the complaint. You have to make a scene - it could happen you get a spanking, but afterwards you can try again. Try again making a scene as long as it takes because the mayor will hear you at some point.

2. When you pickpocket Sinna and find the die, you have to talk to the Barkeeper. Do not leave the bar.

Kira is your right hand woman working at the court. I would recommend writing down the names of the important characters so you know who that is and where to find them since there a many characters throughout the game.

I don't know which documents you mean. But you can defeat Argenta in one of two ways: find the coffin in the cellar (although you need to be hit for it and you usually don't have enough live, so get out after and come back next day) or just fight her a second time, since now you know her tricks and can overpower her.
