The only way I could see Toph spanking Katara would be if she earthbend her bent over a rock horse and imbolized her hands. From that point all Toph would need to do would be to follow her hands.

And then run like hell afterwards! I'll have to really describe that one day!

to be honest, this is the first time I've seen katara beng spanked (it's usually the other way around). It's a nice change of pace.
