There is a lot of interestant details in this picture.

I suppose this is a scene taking place just after breakfast :
- father reading newspaper
- girls in school uniform
- sister holding a cup

As told, this girl is probably often spanked.
It seems , one more time, she was rude, and earns a spanking befre to go to school

When I see how the hand is raised, I think there a dozen of smacks to come.

Sister probaly thinks it is better to be not to close from her very annoyed mother
