It took you a long time to draw, because you keep repeating the same mistake. MS Paint is not a good tool to draw with, period. You can get away with it if you're a very good artist, but it's only going to make a neophyte look worse. No, as a matter of fact, you did not do a good job. It's an ill-proportioned collection of flatly colored shapes pasted together and left to drift in an empty white void. There are JPEG artifacts all over the place, and there is no way of knowing whether it's a man or a woman. You'll still get your share of comments saying 'great job' because everyone who posts here gets at least a few of them, but ask yourself this: would you rather know what you need to work on in order to improve, or are you just looking for a pat on the back?

Hmmm...for an MS paint work it's not bad I mean look at my work it's not brilliant, follow some of the comments on there, especially by RobM, although he delivers tips harshly, he does have a point, DON'T USE PAINT...Instead work on your drawing technique and draw on paper, u have better control that way, simply scan it after then go over the lines on the computer.

Despite the flaws, it's still an excellent effort for paint!

1) Commendations on making a nice, full bottom. BIG GIRL, YOU ARE BEAU-TI-FUL!

2) Everything Rob & George said. PNG/GIF that thing, sketch on paper/tablet, etc - even if you don't have a scanner, you can sketch, photograph the sketch, then use that as a base layer (which you will later delete) over which to paint. I'm pretty sure even simple software like Paint.NET has layers. I refuse to do this myself, but if you're set on making the final art purely digitally, having a sketch as the base would be extremely helpful.

3) You might want to reverse the red coloring on the bottom - reddest near the center, then feathered/faded at the edges. If you're going for the idea that her panties are compressing the flesh around the leg bands so as to make it whiter, I'd feather/fade both edges, perhaps being more subtle on the inside edges than the outside.

4) Commendations on making a corner time picture. I like corner time.

5) I like the hair. It needs some texture, but the edge lines are quite nice.

6) Anatomy on the body appears to be quite serviceable. It's the arms that are the major issue - good thing is they are easy to fix, as well. They are simply too short and too bendy. Tip: set your camera on self-timer, assume said pose, and look at the results. It's not cheating, takes literally a few seconds, and cuts out time spent searching for reference images. You have no excuse not to try it.

7) Observe that her chin (which we can't see, obviously) is too shallow.

8) Somebody (Norman Rockwell?) once said... it's more productive to spend your time making a few good pictures than a lot of average pictures. I know it's tempting to get lazy (I do it all the time), but the only way you can learn to, eg, draw hands, is to suffer through attempting to draw hands. FWIW.

That's my 2 (or more) cents. Keep at it. You've already made the step from using a template to creating your own picture from scratch... now you just need to practice.
