The spankee, teen detective Jimmy Kudo (Shin'ichi kudo in the Japanese original), is the central character of the series. The spanker, teen detective Harley Hartwell (Heiji Hattori in the Japanese original) is a professional rival, though more commonly a friend and ally.
Early in the series, bad guys forced Jimmy to take an exotic poison that shrinks him to the size of a small child "Conan," though still with Jimmy's teenage intelligence. From time to time, "Conan" resumes Jimmy's size for a while. Heiji is the first to recognize "Conan"s secret identity, though he keeps quiet about it. They work together solving cases. They are intellectual equals, though Heiji sometimes provides physical protection.

In their weeks and months of working together, Heiji is often piqued by little Conan, though never enough to upset their friendship. He recognizes how wrong it would be to bully a small child, or even worse a social equal handicapped with a child's body. One day, however, the poison wears off and Heiji encounters Jimmy in teenage size. Now Heiji has no compunction about hauling him to a back room and exacting payment for a long list of petty offenses. Later-- as the sting in his bottom transforms into a gentle glow, will Jimmy veto a repeat, or invite the possibility?
