I'm gonna say Lady Eboshi from Princess Mononoke, bare bottom, over the chair with a strap or belt. There's no way she's never spanked anyone to assert her authority, and since she's one-armed at the end of the movie, I have little doubt that she'd make that arm extra-strong.

Well, the one character that comes to mind would be Zelgadis Greywords from Slayers. He has quite the temper on him and he has the slight sadistic twist.
