Can someone help me identify the character?

I found out the spankee is "Ootomo" from Battle Girls: Time Paradox. I also found the spanker on the cover of another manga:

Seems like the series is called "Hyakka Ryoran Sengoku Otome", some sort of spin-off with Battle Girls, I guess (Sengoku Otome is the Japanese name of Battle Girls). But I cannot for the life of me find the name of the spanker.

It's Tachibana Dousetsu. But You won't find anything in English.
Try searching with this " 立花ドウセツ "

That's it! I even tried searching for "Tachibana Dousetsu," (found the name in a synopsis) but like you alluded to, I got nothing but male historical figures from Japan.
