In the new Space Cruiser Yamato movie, Yamato: Ressurection, there is a one-smack scene. Kodai, the captain of the rebuilt Yamato, is on the bridge and is asked by a young bridge member to have permission to join the fighter squadron during a battle. Kodai gives in and sends him off with a hard whack to the behind.

The 'Archer' series on FX has a ton of references. The titular character makes multiple references to getting paddled in his youth, and apparently continues to enjoy the activity as a top now that he's grown-up. Nothing happens onscreen, natch, but watch it anyway. Spanking content or no, it's one of the funniest goddamn shows I've seen on TV in years.

To a lesser extent 'Ugly Americans' on Comedy Central probably counts too. Protagonist Mark is in a femdom relationship, with his girlfriend, a literal man-eating demon out of hell. Think Mina, if she went into corporate law. Show can be pretty funny FWIW, but it's no Archer.

God, Archer is such an amazing show. Definitely a must watch if you like animation or comedy, and yea Archer's signature ping-pong paddle comes out every single time there's a sex scene, starting from episode one.

First two seasons are on netflix right now, I'd recommend everyone go watch them.

Episode 27, occurs at 8:15 but you might want to go back slightly to see what leads to it. At bedtime, Patty Rabbit, Bobby Bear and a mole kid whose name escapes me at the moment have a pillow fight. Patty's big sister Ann comes in the room and Patty hits her in the fact with a pillow. Since it's in RAW Japanese I can only speculate what they say, but after a brief exchange of words Ann goes up to Patty and lifts her up around the waist. Ann then plants a single smack to Patty's bottom and Patty then yells at her.

It's not a spanking scene, but it's still a huge turn-on: In episode 8 of the Shingeki no Kyojin subbed anime, Sasha Blouse freaks out and apologizes to a titan. After the threat is over, she feels shame for begging for her life and she wonders out loud whether she can ever look her comrades in the eyes again, to which Connie Springer replies... well, see for yourself:

There's a scene in the anime he's my master or something like that. I haven't seen the show, but I saw a few pictures of the bratty main character being tied up in his undies and getting his butt whipped.
