I've absolutely played RPGMaker games where, on first opening, the music volume was set to 20% or 40% instead of 100%.
I don't want to start a game and get immediately blasted with the background music in the main menu being unreasonably loud. I do not see how this is a complicated, weird or unreasonable point of view.
