I have to agree with Emily. I would advise you to make all the characters 18+ to avoid any kind of ambiguity. I think the advise from kuidelu is solid. It's your universe, you can make up the rules.

For characters created, you won't be able to tell their life stories from 0 year to now.
Characters by themselves are lifeless.

That said, the judgement in those matters is vague and subjective,
but the principle is that if it's not defined as illegal by law and constitution,
then who is the lynch mob to declare guilty?

Lastly, if you really want to publish a game like that, I suggest you publish at DLsite,
but it requests the mosaic censorship in which you can bypass with a patch secretly.

To answer the OP's question. You could do anything you want. Nobody is gonna come knocking on your door and nobody on this site will really care. But if I were you I'd just say "they're in highschool" and leave it at that. That range is pretty wide. Or don't, again 95% of this site won't care.
