It's not inherently sexual if it's not your fetish.
On point A: Aside from genitals, no body part is inherently sexual. Sexual norms are cultural, so while it's sexualised in the modern Western world, I don't believe humans are hard-wired to consider buttocks sexual.
On point B: That's just because it's your fetish. I also can't separate spanking from sexuality because it's my fetish, but someone without that fetish will not have the same experience.
I also dislike corporal punishment outside of consensual encounters, but there's two different reasons for that. The fetish aspect is one, and the other is that the general consensus among researchers is that the practice is usually harmful and rarely beneficial.
IIRC culture plays a large factor into the effects of spanking on behaviour, and in cultures where spanking is less normal, you're going to have worse outcomes.
So is it ever okay for minors to be spanked? I hate it, but yes. I'd rather tighter regulations for the wellbeing of children, and I'd be happy if it was eliminated, but there are probably fringe cases where it's beneficial.
