Its called Bagooling. Start a new project, lose interest/burnout, or just get busy. Repeat endlessly. Its common amongst amateur game makers that are making things for free. Sometimes its fatal as nothing is ever finished after one attempt, other times its just an recurring illness. COVID has just made it worse over last couple of years. Such is life.

Is there any notice on if he actually stopped working entirely or did he just put it on hold til how long?

Hes been dead quiet on his patreon for a long time now. But his last post on August 3rd said he began adding content very slowly to SQ2 again, as well as working on another small game project hes had in his head.
He basically said dont get excited to soon as its probably gonna be a long wait for the update.

Sorry for dropping off for so long. There's been recent developments with my family and living situation which kept my attention from SQ2 or any other projects of mine for quite some time. 3 people moving, a new job, and lots of time where I haven't been able to enjoy the privacy that lewd game development requires.

I've only recently started again on adding content to SQ2, but prior to that I was working on and off on another small game project I had in my head for quite some time. It's a sort of management game where you build and maintain a reform school, and it's occupants. It hasn't gotten very far in development, but it's something I hope to one day make playable and introduce to the spanking game community in full.

That aside, I'm making a slow but steady progress on SQ2 again, my next update will be much smaller in scope compared to the last two, and I will probably drop it suddenly without any hype building. That being said it's still something that is a far ways away from being ready so don't get excited too soon.

I hope you all are well, and thank you to everyone who's stuck around waiting through another dry period from me.

Thanks for the heads up, Buddy I'm glad this game is still being worked on and I mean...

I kinda wanna see more content but I'll be patient, Patience is the key to anything.

If you havent already, you can check out the other SQ2 Version outside of the main game and RE. Personally, PtC edition is my favorite, even tho its a LOT shorter.

I just wish that Bagool doesn't burn himself out all the time, We aren't expecting a lot out of him... (Some of us are but not I.) Being a Game Developer and adding in new Content takes time, I have a team working on DOAS 2 with permission from Godspeak and it's still gonna take us maybe a year before we can declare the game finished.
