How about Haman Karn

Haman is the main villainess from Gundam ZZ,and Puru used to be a villain but joined the heroes.Thing is,Puru can be REALLY reckless at times,so I could see her trying to beat Haman all by herself,only to lose and get a good spanking over the knee.^^ Puru is really emotional,so I can see her crying her eyes out here.

Minerva Zabi

Haman should guide Minerva for when she's ready to rule Neo Zeon,but officialy Minerva is the ruler.She went missing,however,and Haman used a stand in under her control,so that she could give whatever orders she wished.
The true Minerva could have found out about that,and instead of ordering Haman to be arrested,she could spank Haman's bare bottom over the knee,perhaps telling her,"No more using my face to order the soldiers to do whatever you want,or I'll spank you in front of everyone next time!" while Haman groans on embarassement and could say something like "Owww....ouch....y-yes,Your Highness......" ^^
