Congratulations, Overseer Highdell!
You've been graciously selected to Oversee the day-to-day functions of Vault 121.
As you are aware, all Vault-Tec Vaults are covert experiments for the betterment of human civilization once we return to the surface.
The purpose of Vault 121 is to experiment with disciplinary measures involving children. Children in the old world can be unruly and disobedient, completely un-representative of our Vault-Tec family. As such, experimenting with (what some may consider) taboo punishment methods is necessary.
As such, this Vault's experiments will focus on the use of corporal punishment. Specifically, pain applied to the buttocks via the hand or different implements.
(i.e. wooden spoons, paddles, hairbrushes, etc.)
Humiliation is also paramount in the study of corporal punishment. As such, each child will be forced to expose their buttocks either for their disciplinarian or other spectators for their punishment. Additional punishments (i.e. corner time, mouth soaping, exposed display time, verbal and public apologies, written signs, etc.) can also be used to enhance the humiliation of the child.
The children are to be punished from ages 6-13, beginning on their sixth birthday and ending on their thirteenth, as these are the primary years for development through physical punishment.
All able-bodied adults are to participate in punishments, if possible. Parents, teachers, neighbors, family members, all must discipline a child at least once a month.
Every punishment must be on the bare buttocks (thus the extra zipper on child-sized Vault Suits. An extra zipper from the nape of the neck to the bottom of the buttocks) and must consist of at least ten swats or strokes.
Children must not be separated by gender either. Punishment under the scrutiny of their peers (especially from the opposite gender) must be utilized to examine the effect the humiliation has on the child's behavior.
Special holidays (i.e. Christmas, Thanksgiving, Halloween, etc.) must now become days of reflection and discipline, where every child is to attend a mass assembly where each one is punished alongside their peers in front of the adults of the Vault.
Birthdays are also to be accompanied with punishment as well. But, unlike the old world tradition, "birthday spankings", which were often playful and fun, these punishments must be just as harsh as any other.
Any slight transgression or misbehavior from the child, must be punished with a bare bottom spanking. No exceptions.
And the punishments are to never cease (with the exception of sickly, weak, or mentally unwell children) no matter what. Even if the experiment seems to be creating more misbehaved and disobedient children.
As Overseer, you were chosen for your previous records of discipline and servitude to the Board of Education and the children of Redburne County, Michigan. You must be the primary disciplinarian and the foremost leader on the subject. You will carry out the Holiday Assemblies, as well as any misbehavior that you witness or become aware of. And you will keep the other adults on the right track and ensure that they are able and willing to give effective and swift punishment.
