I have only gotten warning spankings while fully clothed. Well, actually I might not even call it a full spanking. It was usually just 1-3 quick pops to the seat of my pants or skirt. If that didn't settle me down though, pretty soon my butt was bared and I was getting a real spanking! Well, a few times if I got a warning spank on the seat of my wet swimsuit, that could really hurt! Not as bad as a full spanking because a warning spanking generally wasn't very many times, but it still left some sting down there!
I actually did have one friend growing up and I once saw her mom give her a warning spank by raising her skirt in the back and smacking her across the undies twice. Her brother older brother also got some warning spanks, but over the seat of his pants. I was also misbehaving, but her mom just slapped my hand once and told me she'd tell my parents if I didn't start behaving better, and so I quickly did! I wouldn't have been super mad if she did, but I guess she just wasn't comfortable smacking the butts of other people's kids. Anyways, I did later ask my friend if she thought it was unfair that she got spanked on her undies while her brother got to keep his pants on. She said that her mom said that she spanked her brother harder and more times because he got to keep more clothes on, which was probably true. I did actually notice that she did spank the brother a bit harder and definitely more times. She actually said that she hasn't done too much to try to change the situation because she thinks her skirt wouldn't provide all that much protection and the way her brother gets it probably hurt more, but she did kind of wish her mom wouldn't spank her undies in front of friends! I mean, I'd probably seen her undies (and more) 100 times before in changing rooms and sleepovers, but there's still a difference between your friend seeing your friend getting changed and seeing your friend getting spanked in the same state of dress.
