I don't really recommend RPG maker unless you really want to make an RPG maker game. I mean no disrespect to the people who made spanking games with it, but most of those were created at a time when there were fewer options.
ren'py or twine based games almost always produce a better user experience for less coding effort. As a general rule, ren'py is best for games with a lot of art plus text, along with some choices, that having been said I've seen full game loops implemented in it as well (Cure my addiction being the main spanking one that has a game loop). On the other hand, twine is probably a bit easier if you don't plan to integrate a lot of artwork (although again, I've seen twine games that do utilize graphics) and its design is great for game loops (and there are packages that can be added to make it even better if you do want to be a little RPGish)
This is of course all my opinion again there are great games in rpgmaker, but this involves ignoring most of the built in features and having to do significant manual work for the systems more appropriate for a spanking game.
