Actually looking over the source material, I don't think that Amaya is spanking Kodama Himegami as in the chapter preceding this one, Kodama was wearing a thong whereas this girl is wearing panties. Also this girl has a bow in her hair whereas in this picture you can see Kodama without one in her's:http://raw.senmanga.com/Maken-Ki!/54/19

Apparently some random underling working for the villain du jour. For what I can tell, the manga is still being scanlated but at the fiery pace of roughly 4 chapters per year. Most recent one was number 46, sooo... check back in 2016 if you want to know what they're saying. :P

(Google says there was an anime too, but this chapter wouldn't even have been published at the time.)

Okay I found out who the mysterious spankee is. She is Otohime Yamato, the sister of Ouken Yamato, the main antagonist of the series.
