Surprised no-one's mentioned comics like The Beano or The Dandy pre-1985 (or thereabouts). In fact, just look up any anthology comic made by DC Thompson (the aforementioned Beano and Dandy, The Beezer, The Topper, etc) or IPC/Fleetway (Whizzer & Chips, Buster, Cor!, Whoopee!, etc) from any point prior to the mid/late-80s and you'll find spankings aplenty in at least half of the strips (if not more).
'Oor Wullie' and 'The Broons' (also produced by DC Thompson for the Sunday Post) from the same period are the same.

haven't read it but Mobius Encyclopedia and TV Tropes says in the alternate future of XYL, Knuckles threatened to spank his daughter, Lara-Su.

I also found a spanking threat worth mentioning here. Its from Ultimate X4 #1.
A teenage supervillain unsuccesfully tried to sneak up on Wolverine and then pleads for mercy when he is about to kill her with his claws, saying that she is just the kid. Logan then wants to know who send her and then tells her he´ll put her over his knee if she won´t answer... but unfortunately she gets away.

In Zenescope's Robyn Hood Ongoing, there is a butt bump that can easily be mistaken for a slap. In the scene Marian is playing some kind of roller derby game and she uses her hips to smack her female opponent. The opponent goes into a bending position, Marian is looking at her with her hand raised.

I know nothing about Robyn Hood Ongoing. I'd never even heard about it before now. All I know is that, based on my knowledge of robin hood and roller derby, this is an extremely surreal sentence. Damn you comic books!

Look the comic series up. It's their own take. It has three seasons then the ongoing series. Robyn is female (straight) and Marian also female is a lesbian.

There is also a spanking reference in The Addams Family comics. You see two boxes with barred windows and Morticia has a key and is going downstairs. The caption is: Why can't you spank us like other mommies.

There is a great spanking threat in the Webcomic Unsounded. Unfortunately there is no actual spanking in the story as far as I know.
